Glendale Blvd Improvements

Councilmember Eric Garcetti has been working on securing funds to implement portions of the 2003 streetscape
master plan that CD13 had developed with the community and the assistance of consultant Kathy Cerra.
Originally it was hoped funding for the project could come from one source, such as the MTA Call for Projects,
however the MTA is currently not funding any new projects. Therefore Councilmember Garcetti has been
identifying funding from a variety of sources to implement the project in phases. No single source of funds is
available to complete the entire streetscape project.

The first phase will consist of improvements at the west end of Glendale Blvd. Funds for this phase will come
from the Economic Development Agency and are Federally funded. EDA funds must be used on projects that
promote job creation, such as the new mini mall. There has been preliminary approval for $540,000. The project
will be managed by the Bureau of Engineering (BOE). BOE will complete the design this month and as soon as
the final award letter is received from the EDA, the project will go out to bid. The bidding, which is normally a six
month process, has been reduced to three months in order to meet EDA timelines. Construction should start in
June and must be completed by September 2005.

Proposed Improvements will include:

1. A cut through of the median at Madera with the addition of a left turn pocket lane and
left turn signalization.
2. Two small bump outs; one in front of Bills Liquor at the crosswalk and the other across
Madera at the corner of Madera and Glendale Blvd.                           
3. Two stamped crosswalks from Kaldi Coffee and Tea to Bills Liquor and across
Glendale Blvd from Glenhurst to Glenfeliz.
4. Pedestrian lighting on both sides of the street between Madera and Glenhurst. Street
lights that match those on the Hyperion Bridge have been requested.
5. Possible landscaping on the small triangle median at Glenfeliz & Glendale Blvd
6. The Atwater Village identification sign using the plans designed for the Chamber of
Commerce. The sign will be located on the median across from Subway. The sign will   
be paid for with EDA money and will be constructed by the Department of General
Services. The sign will take about eight weeks to complete and work could begin as
soon as April.
        

The second project would be from city funds and will be at the east end of Glendale Blvd. This project could
start as soon as Spring 2005. Depending on costs proposed improvements are:

1.
Traffic improvements at Laclede and Glendale Blvd. The Post Office has obtained
either through long term lease or sale the property at the corner of Laclede and
Glendale Blvd. If Post Office improvements include a parking lot for this area traffic
improvements would be necessary.
2. A second Atwater Village Identification sign.
3. Stamped crosswalks (as many has possible depending on cost)
4. Irrigation on all medians.
5. Electricity along median at Atwater Village sign and for holiday tree lighting.

Estimates for this proposed project scope are currently being developed by the Bureau of Street Services. Once
cost is determined, Council District 13 will develop an implementation plan.
